Frank Jozef De Wulf hails from Destelbergen, Belgium, where he began his career as a DJ and programmer for local pirate radio stations in the Gent area in 1986. Born in 1968, De Wulf became one of the pioneers of the Belgian New Beat and Techno scenes before transitioning into club DJing. In 1995, he co-founded GRID, a visual effects and computer graphics company that developed into one of Belgium's largest VFX companies. He operates under several aliases including Modular Expansion, Catella, and Second Chance.

De Wulf's sound spans Peak Time/Driving Techno, Deep House, and Melodic House & Techno, with releases appearing on labels including Harthouse, Tronic Soundz, and Music Man Records.
